Let it be known that those members of both Houses, have for several decades, have made empty promises to the Americans. Members of Congress have said they care, and would help the majority that need the most help, the "middle-class," and poor, the homeless, that include children. They have failed, and have been responsible for helping the "upper-classes" and the elite only. Congress has shed no blood in wars that they created, that we did not have to engage in. They have not sacrificed anything for America and it's people.Therefore as an act of good faith, and to prove to all American that they are willing to help America, and the "lower-classes," by sacrificing a percentage of their salaries, that is paid for by the Citizens of America through taxation. The criteria will be based on Government salaries and each Member's personal wealth.
The members of Congress will pass a bill that state" "Members of both House agree to have the following percentage deducted from their government salaries and the agreed amount of pay deduction will be paid to a community based, programs of their choosing, in their States and Districts ,members of both houses serve.
The community based, programs must for those that feed (food banks) or shelter homeless, and direct help to the poorest children. This bill will be valid for the remaining time Congress Members terms, and will be valid from date of passing through till November,1 2016, and shall apply for members voted into congress from the date of the bill passing to the expiration date:November,1 2016.
Members of both the House of Representatives and the Senate are millionaires, That is close to half of congress.
It's estimated that more than 252 Members of Congress are millionaires.
HOUSE 435 PLUS 6 N0N-VOTING SENATE 100, a total of 535 voting members. What is amazing is a high percentage of wealth increased among members of Congress from 2007 till 2011, while ""Main Street" USA suffered losses.

Percentage of Deduction rate As follows:
75% shall be deducted from all Members of Congress that are millionaires and will be paid to a community based programs of their choosing, in their States and or Districts members of both house serve. 35% Shall be deducted from all Members of the Senate that has a personal wealth less that a Million, and will be paid to a community based programs of their choosing, in their States and or Districts members of both house serve. 25% shall be deducted from all Members of the House of representatives that has a personal wealth less that a Million, and will be paid to a community based programs of their choosing, in their States and or Districts members of both house serve. As to the President of the United States, he/she will have to right to donate what percentage they chose to donate or not donate. As Well and the Department heads of all the heads of Government branches of Government.
